Library not build

hello all,

recently bummed strange issue , hoped knows cause of it.
run terminal server 2008 res on top of it.
running fine , user able log on account remotely.
however, create new user , add them correct ou's policies , log on user library of user isn't build. after gpupdate /force no library there.

the way right click on library , select: restore default libraries.
build correctly.
don't know cause of appreciated.

in short 2 questions:
1- how possible
2- how can recover in enterprise environment ( example: 10000 users ) don't want logon manually restore library.

as per research, there no such group policies want issue. need perform manually or can design startup script case beneath link.

administratively create , modify libraries
