Hide total network storage space. Expand when needed.

i have new network storage drive i'm configuring , wondering if there way following.

i want users "see" portion of available space. drive 23 tb lets want them see 10 tb network drive. know can limit per user using disk quotas, don't want that, want limit total size of drive. then, need more space, want "unhide" 2 or 4 tb. have found in past users use space if have it. limiting allows them more diligent in cleaning unused files. there way this? way i've thought of partitioning 10 tb, expanding volume needed. have dangers of data loss? i'm on windows server 2008 r2.

you could  shrink volume drive.

click control panel, admin. tools, computer management, disk management. right click on partition shrink , select shrink volume. select how want shrink , hit ok. rest.

 how can shrunk depend on how on drive , data located(note if cant shrink enough run windows defrag condense data.)

in genaral, there should no data loss recommended backup of  data in case wrong lead data loss.

in scenairo, suggested set folder quota to limit the usage users.
