Surface Pro 4 with Bitlocker Network Unlock

i have bitlocker network unlock , working.  works fine using pc's , surface pro 3's not work surface pro 4's.  looking in network unlock log on server not trying unlock , has the same settings setup computers working.  ideas?

based on research, uefi , tpm required network unlock client, kindly check whether requirements met.

if requirements met, suggest use network monitor capture network traffic perform further analysis.

Disconnecting from a Windows Server 2012 R2 file sharing session on a Windows 7,8,10 machine
