Rights to kill a process - Non Admin user

hi, 

want allow non-admin kill process. 

if go process , give full permission on process _ security tab - full control allow user kill process although user non admin on server?

thanks post.

the way in mind achieving goal running “ runas /username:<account of administrators group> “tskill <processid/name>” ” , input password of administrators group account.

otherwise, based on knowledge impossible allow stander user perform operation mentioned.
