Error 1719. The Windows Installer Service could not be accessed

trying install or uninstall programs gives me following error:

error 1719.the windows installer service not accessed. can occur if windows installer not correctly installed. contact support personnel assistance. seems provided file fix microsoft none of links work more. can point me correct fix?
