Server 2008 R2 Domain Controller and Windows 10 clients

good day all, have 3 2008 r2 domain controllers , of course in company had have windows 10 ie 11 because ..new...so trying use group policy and...nothing..i have seen windows 10 template , tried download no matter browser use tells me usafe download. main question is, need in order 2008 domain controller able apply settings of group policy windopws 10/ie 11. trying appy internet explorer security apply url's in local intranet , trusted zones

when run gp result says gp applied, none of actual settings being applied

we have domain still running ws2003 dc's , have win10 pc's joined there, , apply gp fine thanks.

i use win7 or win10 pc rsat installed or use ws2012r2 member-server gp management, , can download templates , unpack them c:\windows\policydefinitions\ fine , work fine.

i use group policy preferences - registry, not templates, not gpp-ie, insert sitetozone mappings trusted sites. jamming registry keys system, don't use other methods, use registry method, because allows users add own trusted sites.

i assume aren't trying use iem (since hasn't worked since ie10 days..)

i don't have central store implemented in domain, that's why use local c:\windows\policydefinitions\ folder, again applies classic gp using templates, , isn't relevant gpp nor iem.
