Are device and RDS CALS tied to the server OS?


i have 2 clients in similar situation.  one on windows server 2003, other on server 2008.  both want upgrade server 2012. 

client 1, server 2003:  does need purchase either new desktop cals or rdp cals new server?

client 2, server 2008:  does need purchase either new desktop cals or rdp cals new server?

it appears on both instances.  there seems upgrade path server os, not cals.  cal structure has changed yet again , new base , additive cals need purchased products/services intend use.  below links may useful.
