Uninstall and Reinstall TS per device CALs

our server environment windows server 2003. need remove ts per device licenses on licensing server. has told me uninstall/reinstall licensing server removes cals. there better way remove ts per device cals? if uninstall/reinstall licensing server cause downtime/interruption on our terminal server operation?

in each of these cases, must call microsoft clearinghouse reinstall appropriate cals. information how call clearinghouse, see locate microsoft clearinghouse telephone number country or region.
