Failure starting MS Cluster Service

w2k3 2-node cluster running sql 2008. when attempting start cluster service on primary node returns following error:

could not start cluster server on local computer.
error 1067: process terminated unexpectedly.

when viewing logs see following:

an error occurred attempting open cluster node 'node name'
not enough resources available complete operation.
error id: 1721 (000006b9)

i've applied fixed listed in kb article adding 1024 - 65535 ports:
http://support.microsoft.com/kb/826154

once applied able start cluster service , launch cluster administrator on node. few weeks have gone , starting experiencing same issue on same node. second node fine @ point i'm considering evicting node , adding see if it'll resolve issue. before doing figured i'd reach out see if may familiar particular issue.
