Routing & Remote Access crashes when making VPN config changes

i have configured new vpn server running windows server 2016 standard , have found when making changes vpn settings in rras hang , service crash. example, if went server properties within routing & remote access , made change, click ok, hang. have reboot bale work again. 

i found following article, sounds same seeing, explains server 2016 cumulative update kb4013429 , beyond causes issue. resolution found far uninstall update:

i uninstalled kb4015217 supersedes updates mentioned in article , sure enough fixed issue.

i running server 2016 standard remote access roles only, not vm , running on brand new hp dl360 g9.

has else experienced this?

what difference between wuauclt1.exe , wuauclt.exe files ( under system32 folder ) ? in of cases, windows update service is not working client machines having these 2 files. even tried delete wuauclt1.exe, created automatically. what difference between wuauclt1.exe , wuauclt.exe files ( under system32 folder ) ? the wuauclt1.exe (and sister file wuaueng1.dll) components of legacy au agent shipped operating systems released prior 2005. Windows 2016 RDS event 1306 Connection Broker Client failed to redirect the user... Error: NULL

i'm attempting setup windows 2016 rds standard deployment session hosting.  layout follows: rds01 - rds connection broker , web access ts02 - rds session host ts03 - rds session host domain these servers part of has (1) windows 2008 server , (2) windows 2016 servers acting dcs.  domain running @ windows 2003 functional level. servers on single routed network no firewall between them.  dns , ptr records servers exist , resolve on hosts.  servers can pinged each other. in other words, there no network connectivity issues. i've setup rds deployment several times w/ same results. the issue can login via rdweb interface on rds01 win10 desktop , connect published rdp desktop without issue (i.e. no error messages user) , no errors in logs.  when try directly rdp rds01, authenticate user (per event log) error stating user doesn't have access system.  in event log event id 1306 message of "remote desktop connection broker client faile...
