Expanded VHD disk - results in slow performance & limited functionality

we expanded disk on 1 of our virtual machines using vhd tool.  ever since we've expanded disk, we've noticed considerable degradation in performance.  example(and problem @ hand) when attempting create share takes on 7minutes create.  merely accessing share tab takes couple minutes open.  once share created, can't access administrator.  mere coincidence, or vm messed up?

i thinking of running defrag on disk, see if helps.  far share goes, not permissions issue.  share created exact same on vm running same configuration/settings.

any thoughts?

did create backup of vhd before expanding ?

are disk fixed or dynamic ?

Disconnecting from a Windows Server 2012 R2 file sharing session on a Windows 7,8,10 machine
