Basic File and Folder Permissions. Windows Server 2008

the conflict have management wants permissions set can not delete files , folders. user wants able make changes document created , able save changes in simple operation.

the write allows file or folder created. however, when changes made files operation appears delete old file , save new file. since write allows save, user message option save new file name.

the file modify allows write , delete file still looks 2 steps operation make changes file deletion , saving original name.

full control allows changing of file , saving file original file name. user full control because of convenience; whereas management not want because files can deleted.

is understanding of file permissions correct?  there way both requirement can met?

would large number of word fragments , tmp file result of write permission?
