User cannot add permissions to any folder, regardless of parent permissions


i have new user in our environment having permissions issues.  can without issues create folders, delete folders, rename folders, etc. within our shared file server, when comes modifying/adding permissions of objects/folders, gets immediate 'access denied, error has occurred when applying security information' error.

he has above average access folders , within folders literally have no restrictions, still cannot make security changes on object.

any appreciated, , think be a lesson in behind scenes ad object operations, corruption , mitigation.

this behavior can occur if user has encrypted file. 

to resolve behavior, file must decrypted user encrypted file, or designated recovery agent. files encrypted using encrypting file system (efs) accessible person encrypted file, regardless of other permissions on file.
