Certain Users can Remote Desktop others can't

i have set new 2012 remote desktop server plan make live in working environment. it's part of 2008 sbs active directory , while testing it, users can remote desktop , others can't. have checked , users members of same user groups. 

with users can't remote connect, session starts connect disappears off screen quickly. causing this?

first of please check user added under “remote desktop user” local group. description seems may limited in number of users can connect simultaneously remote desktop session or remote desktop services session.

please check have configured group policy, under below mention path.
local computer policy > computer configuration>administrative templates > windows components > remote desktop services> remote desktop session host> connections
limit number of connections: enabled
in rd maximum connections allowed box, type maximum number of connections want allow, , click ok.

in addition, if have deployed rd gateway server go through below settings.

1. open rd gateway manager, select server want modify.
2. right click properties.
3. under general tab

-limit maximum allowed simultaneous connections specify number of connection want able provide connection.

Disconnecting from a Windows Server 2012 R2 file sharing session on a Windows 7,8,10 machine

Event ID 64,77,1008 Certificates Events Windows Server 2008, 2008R2
