Multiple Networks Microsoft Cluster


hi,

i'm working 2 node cluster: operating system windows 2003. there 2 public networks , 2 private networks. in every cluster group there 2 virtual ip address. if 1 of networks fails, group failovers.

the problem if 1 network fails group 100% funcional, because can work through other network connection. there way configure group failover if both network adapters down?

do mean every resource group has 2 valid ip addresses (resources)?  are both on public network?  

why have 2 public ips on each resource group/vitual server?  is fault tolerance?  maybe using teamed nic on cluster node better answer.
