Certutil % variables expansion


i've seen several examples of usage of certutil "%" variable parameters, not find reference says expand to.

for example in

certutil -setreg ca\crlpublicationurls "1:%windir%\system32\certsrv\certenroll\%%3%%8%%9.crl"

what "%3", "%8" , "%9" mean? there's resource lists meaning?
