Reverted to 10074 from 10122 and the Start button no longer functions?

exactly title says: reverted 10074 using rollback option after discovering directaccess borked on enterprise, , start button not work. animates clicked, menu not open. also, icons in notification area seem clickable nothing opens (network/wifi, volume, power, notifications etc.) 

any ideas? sfc /scannow did nothing after reboot. still b0rked.

Disconnecting from a Windows Server 2012 R2 file sharing session on a Windows 7,8,10 machine
