Clock in notification area missing

hi running windows 2003 domain , few of client machines have windows 7 installed. on recent rebuild , given non-admin user, clock in notification area missing. have locked down usability of control panel (gpo) so can't go settings , turn on themselves. have had quick in group policy , thing find under user config > admin templates > start menu & taskbar > remove clock system notification area. set disabled yet user still cannot see clock.

apart temporarily disabling control panel lock down, there way can clock on? if log onto machine admin account, there!!

cheers - ded
