AD Group Policies Random effects

ok ask question in fear of being blown out water. need ad.

im having problems group policy seemingly doing random things. isntance. have 3 identical users in same ou in ad. 3 computers in own ou

i have policy includes homepage , proxy setting. precedence 1. (there other gpo's applying before)

now if logon user 1 in the room. may pick homepage not proxy setting. log on computer 2 in room 1 , same user may pick policy. may logon 3rd computer , pic proxy , not homepage. appears random. same effect on 3 idenitcal users. logging on second , 3 users can bring different results user 1 on same machines. has been left on night replicate , problem still exists. have runthe gpo wizard on machines , "tells" me gpo has been applied buuuuutt hasn't. gpudate /force makes no difference. created new ou , moved them in there.... no difference. users in different ou same parent ou appear have no problems.... matched security groups , still doesnt work....

this has absolutely baffled me suggest obvious im in deep see wood trees saying goes. (well hope obvious).

here standard info - windows 2008 servers - virtualised. 2 domain controllers. windows 7 desktop ie 9. gp sets through user configuration , internet maintenance section of gp.

so having read of thread , hope can me frustrating.
