Remove Orphaned Domain

hello guys,
i'm having problem trying remove child domain forest. removed domain controllers using ntdsutil , metadata cleanup, when run command "remove selected domain" following message appears:
dsremovedsdomainw error 0x2162 (the requested domain not deleted because there exist domain controllers still host domain.)

cleaned dns records point old domain controllers, still error persists.

me?

did remove old/demoted dcs active directory site , services console?
