Windows 10 Floods Network During Hard Lock

greetings,

i'm running rather unexpected issue. windows 10 insider preview (build 10074) being tested gaming pc. part of test, utilizing steam's in-home streaming feature stream games machine laptop. transmitting data wired wireless. build of windows 10, have started running issues system locks up.

when lock occurs, both of monitors on windows 10 machine act if no longer receiving information gpu. lock up, although inconvenience, produces more serious issue. windows 10 machine apparently flooding network traffic while it's in locked state. no systems on network capable of communicating each other. communication can occur individual machine directly router. impacts wired , wireless nodes.

the first time occurred, did not relate windows 10 machine. instead, thought fault router. after being able replicate problem on multiple occasions, put wireshark on 1 of machines on network , decided monitor traffic. while windows 10 machine locked , ethernet cable unplugged, traffic continues normal. shortly after plugging cable in seeing massive flood of spanning-tree-for-bridges packets. occurs within 10-30 seconds of reconnecting windows 10 machine network. i'm watching network activity light blink crazy. seems machine dos-ing network. don't have idea packets machine sending network, prevents systems communicating each other. have router behind cable modem. when occurs, can manually connect machine cable modem , check status of router. displays router offline.

whatever going on here, it's locking down network , should considered serious problem. can't have system freeze crippling entire network. if happens without on-site forcibly shut machine down, game servers no users can connect , unable remotely administrate anything.

so... what's going on , how fix it?

i have steam on lot of machines run popular gaming site.

what game trying stream titles have known issues unrelated windows.

Windows 2016 RDS event 1306 Connection Broker Client failed to redirect the user... Error: NULL

i'm attempting setup windows 2016 rds standard deployment session hosting.  layout follows: rds01 - rds connection broker , web access ts02 - rds session host ts03 - rds session host domain these servers part of has (1) windows 2008 server , (2) windows 2016 servers acting dcs.  domain running @ windows 2003 functional level. servers on single routed network no firewall between them.  dns , ptr records servers exist , resolve on hosts.  servers can pinged each other. in other words, there no network connectivity issues. i've setup rds deployment several times w/ same results. the issue can login via rdweb interface on rds01 win10 desktop , connect published rdp desktop without issue (i.e. no error messages user) , no errors in logs.  when try directly rdp rds01, authenticate user (per event log) error stating user doesn't have access system.  in event log event id 1306 message of "remote desktop connection broker client failed redirect user &
