Updates that apply only when certain server roles are enabled?

if approve update requires role enabled, how windows update agent (wua) know role enabled (and, hence, whether update applicable)?

instance,
ms13-066 / kb2868846 applies if "active directory federation services" role enabled.

windows update agent (wua) list required servers *without* role enabled?

yes, correct. however, updates span more 1 role. if update impacted file shared 2 roles, though 1 out of 2 roles enabled, entire update considered applicable. files aren't needed in case stashed in winsxs directory if 2nd role later enabled, up-to-date.

also, safe, wu scan kicked off automatically when enable server role in server manager.
