Background colour ADM file

-

i trying deploy custom adm file created regtoadm.  the adm there change background colour, everytime input adm there nothing listed unable change it.

here copy of adm:

many assistance.

assuming adm template correct, seems situation, "unmanaged" policies not displayed default.
after loaded adm file in gpedit, set focus on node "administrative templates", in menu "view" select "filtering" , un-select checkbox "only show policy settings can managed".
