Use of Security Tab in Object Properties

i have created many users , groups in domain. when check properties, have security tab. thought used delegation, how can access user properties, if allow user without logonlocally permission domain controller. applicable if set permissions administrators? there difference in purpose when object type varies user, computer, group, etc.?

if install adminpak, can't use users other administrator. have 2 users test1 , test2. in user properties of test1, give reset password rights test2 using security tab. test2 has right reset password of test1. how  an windows xp client? can't  user adminpak not installing other users.

actually can use administration pack if give them shortcut on desktop. unless have restricted snap in in group policy?

however better to create them custom one.

on computer admin pak installed @ run box type mmc should bring custom console.
choose - file - add remove snap in , choose active directory users , computers list. it won't in list if adminpak not installed.

then can customize view. under action there "new taskpad view" takes through mini setup giving them specific icons actions - "reset password".

do file - options , set options (like read mode) save once want.

you need set delegate control permissions on ou's, not individual accounts.
