Unable to start hyper-v machine on host and hyper-v console to virtual machine unresponsive as well. Looking for root cause?

unable start hyper-v machine on host and hyper-v console unresponsive well. noted couple other vm's nonresponsive when trying hyper-v console. got error not able use mouse while attempting cntrl-alt-del.
note--- h drive local drive on machine.
i had reboot hyper-v host work. root cause.

by way, did have antivirus software installed on hyper-v host machine. if yes, need configure exclusion list hyper-v.
