Remote management of server 2008

i'm trying use pstools remote management of 2008 server.  keep getting access denied errors, though.  i'm pretty sure comes down enabling remote administration.  i've tried use few netsh commands working, it's still not working.  i'm able use pstools fine on 2003 servers.  how allow remote administration?  help!

according website, pstools work on windows vista, windows nt, windows 2000, windows xp , windows server 2003. not mention windows server 2008; however, may work windows server 2008. hope following links describe how enable psexec on vista can help.

Disconnecting from a Windows Server 2012 R2 file sharing session on a Windows 7,8,10 machine
