Future Date enabling of an Active Directory User Account

we have website agents can create new users. our program makes call ad create user account. on accounts, need them disabled on creation , later enabled automatically on effective date provided. know right in ad there account expire date. there way have account either created or enabled @ later date?

enabling , disabling user matter of flipping bit in useraccountcontrol attribute. ad has no native mechanisms perform kinds of delayed actions describing - provisioning application need handle logic of "on x date, modify useraccountcontrol attribute of following account(s) following value(s)."

Disconnecting from a Windows Server 2012 R2 file sharing session on a Windows 7,8,10 machine
