Cannot change products and classification on child wsus after upgrade from WSUS 3.0 SP1 to WSUS 3.0 SP2

hi,

have few wsus servers in our environement.
upstream servers synchronize ms update while downstreams ones synchronizing (metadata , binaries) upstream wsus.
child configured in autonomous mode.

since we've upgraded our infrastrucuture wsus 3.0 sp3, cannot select under "products , classification", grayed out.

have tried install new downstream wsus scratch in autonomous mode , there same problem.

ideas?

a downstream server has never been able independently select product categories or update classifications.
