DFS Users able to write to Root Folder

setup: win 2k8 r2 on both clustered servers

server c:\dfsroots contain dfs folders , folders target

server b c:\dfsroots contain dfs folders , folders target + other files created/moved users

dfs namespace structure (\\domain\share$\folder1..15\folders target)

when  server b active node , a passive one, users can write root folder , files appears in (server b c:\dfsroot\folder\*.*)

when server active node, works fine, cannot write root folder

share permissions on namespace servers:

server (everyone: read)

server b (everyone: read, change, full)

i tought might related permissions on server b users still can write root folder after removing full , change permissions.

any suggestions ? i'm out of ideas. !
