multihome network adapter loses connection on additional IP addresses after move


i have vm has 2 nics, 1 facing inward local network , other nic facing public internet.

the public nic has 13 of 14 available public fixed ip address block assigned it and vm responds of them fine, is, until vm moved server.

when vm moved host peculiar thing happens. vm responds fine main ip address of nic, packets sent other 12 ip addresses configured on nic, packets never make nic. or @ least i can't see them , neither can vm.

the 2 hosts vm moved between both have same type network adapter , connect cisco router routing duties public internet , sits on 14th ip address of public fixed ip address block default gateway.

if move vm 1st host, ip addresses respond, if move 2nd host, vm responds main ip address assigned on nic.

i can recover cycling power on cisco router! ip addresses respond on host vm on when cisco had power cycled. if vm moved other host same issue again.

i guess works because forces router to refresh its internal routing table , mac ip port assignment table. 

but there has got better way cycling power on router or touching router or switch in way.

any suggestions on how overcome issue without resorting restarts , cycling power appreciated!
