Working with DHCP Server Callout on Windows Server 2003 with multiple scopes

as title says, have server running windows server 2003. has 2 dhcp scopes , we're planning add 3rd 1 later on down line. have dhcp server callout running on our other servers, have yet install on server because not know if can restrict down specific scope. reason want due 1 of scopes managing 1 of our smaller sites. other scope 1 manages devices our department. naturally not want restrict our department. want restrict other scope. possible dhcp server callout?
