Activation (KMS or MAK) fails on domain controller

we have kms server running on ws2k8 r2 in our child domain.  attempted update our domain controllers in root domain windows server 2008 r2, when did, started getting activation errors.  fixed issue of srv rr not being distributed in root dns domain, anytime attempt activate domain controller, mak or kms, permission denied error 0x80070005, when running under elevated permission.

is because did not activate while member server, , dc stuck?  please help
